Tarpon Wiseman has over 30 years of multi-discipline experience at high levels of decision-making in the military and civilian sectors, including strategic planning, operational design, and tactical applications. As an Airborne Ranger and retired Colonel with over two decades as a U.S. Army Active Duty Commissioned Officer, he earned five combat stripes with the historical 101st Airborne Division, including more than two years between Iraq and Afghanistan, and the distinct honor of commanding the 1st Battalion of the 320th Field Artillery Regiment in both Combat Theaters. He transitioned from tactically focused warfighting to Joint Force and Partner Nation curriculum & doctrine as the geopolitical stratosphere openly recognized that two near-peer Nation-State competitors of the U.S. had a unique capability called Anti-Access/Area Denial (A2/AD), commonly referred to today as a “Dome.” His final duty assignment was as the Chief of Concept Development for Futures Command, responsible for identifying the necessary technological investments of today intended to achieve National Strategic Objectives 50 years into the future. Upon his retirement from Active Duty, Mr. Wiseman acted as Director of Business Development for a small, family-run business, followed by Strategic Business Development and Capture Management in the Defense Industry with Booz Allen Hamilton. He co-founded ParagonXTX in 2025 to design/build develop sovereign technology campuses featuring Secure Technology Operations & Infrastructure Configuration (STOIC), the ParagonXTX approach to mission critical infrastructure. He is dedicated to investing his energy toward identifying and building the necessary infrastructure that will ethically integrate rapidly emerging, revolutionary innovation into daily life.

Dean Alexander is a veteran developer, strategic executive, and entrepreneur with more than 25 years of experience developing and constructing complex infrastructure projects, including those in the mission-critical, energy, telecommunications, and technology sectors. He is a Co-Founder of the STOIC™ platform data center developments, an advanced AI/HPC digital infrastructure ecosystem designed to integrate next-generation computing, energy independence, cybersecurity, and data sovereignty. Mr. Alexander's career includes the formation of international consortia for some of the early privatization projects in Europe, which involved coordination and negotiations with various U.S. and European governmental agencies, participation in an invitation-only United States Department of Commerce Trade Mission, securing strategic international partners as well as multi-billion-dollar equity and debt commitments for major energy and infrastructure projects, and leading organizations that completed more than 800 projects including numerous Federal and Department of Defense-affiliated entities. Currently, his focus at ParagonXTX is centered on the development of Tier IV AI/HPC data center campuses, advanced independent power generation systems, sovereign digital infrastructure, and proprietary cyber and physical security architectures, with three initial campuses planned in Texas. He is recognized for bringing together key stakeholders, accomplished industry professionals, institutional capital, technology leaders, and infrastructure partners to develop resilient, secure, and scalable platforms that support artificial intelligence, high-performance computing, and critical regional and national infrastructure objectives.
